But doesn't that defeat the whole concept of the idea not all witches are bad in the series? I was always under the impression the two schools were meant to have a "loyal adversary" stance towards each other, where the respect each other and foster the other's growth by being their foil.
Honestly, I can say in my opinion that the series really fumbled with this one. It's the same with Harry Potter, with how maybe a handful of exceptions at all, Slytherin House as one step away from being all Death Eaters... which is pretty disturbing when it was implied in Book IV that Salazar and Godrick were best friends.

yeah, I always thought witches and fairies in the series weren't exactly enemies. I mean they do dislike each other but they do respect the schools, they both have magic powers and the witches don't like being ruled over by evil guys like Lord Darkar or Baltor the same as fairies don't like it.

That's what is stated in one of the chapter books released by 4kids TV {read it at Borders yesterday...xD}, that her last name was Jones. So, in 4kids, her last name is Jones. In Italian, who knows?

in a book i read, Bloom's last name was Peters (another common one) but thats her adopted parents last name, so i dont think it should really count as her last name

Well, that depends if they officially adopted her, which I'm sure they did. I just don't know about the last name at all. What book did you read this in?
But it just doesn't make any sense to me if the original producers decided on "Peters" as her last name. It's English & German; most definitely not Italian... I can see 4kids writing that, but if that's the case than it's not official to me..
Anyway, on topic, I think Mirta doesn't harbor enough dark/negative feeling to make a good witch. I guess in that universe it's just about the kind of nature the person is...
