Well, you're right about it, at least at the end of the anime.
In the manga, at least early on, it was Usagi/Serena who was the ditzy and idiotic one, while Minako/Mina was much more capable of being a leader. One of the reasons Sailor Moon was so popular at first was simply the fact the main protagonist *wasn't* perfect and without flaws when she was fighting.
Of course... then the stagnancy set it, especially in the anime. Mamoru became less of a competitent fighter and more of someone who was just there to get kidnapped, Chibi-Usa was brought in/got annoying, Zoicyte was changed from just having a very strong but perfectly platonic friendship with Kunzite/Malachite into a gay guy, etc. Adaptation decay at its finest.
