You don't need to include OCs in your story; you can just work with canon characters. If you want to throw in a new character of your own, however, that's allowed.
Yes, it should deal with an existing season, or at the most, be something related to what happens just after Season 4 or just before Season 1. And like I said before, since many people prefer it, I'll put up a more specific topic in a day or two.
Spoiler-wise, it's the same as what I said for OCs: if you don't include any, fine. But with this many writers, it would be hard to completely cut out spoilers from all their different stories, so if spoilers do pop up, that's alright.
And yes, submit the story by the 30th, with 1500 words maximum.
Hope I cleared things up for you.

Elaboration on minor incidents, for as far as I know. Like Stella's lab accident at the beginning of Season 1. (Y'know, the damage was shown, and it's the reason she was held back.... but they never elaborate on what exactly happened.)
