4Kids, definately. In Rai, it's very clearly made that girls with magical powers can CHOOSE between Witch and Fairy, like an education. (And, just like an Education, your parents and peers can pressure you into it, and just like Education you can make mistakes, so the 'She didn't belong in Cloud Tower because she didn't like it there', is kinda a lame excuse to prove the contrary.)

While its not supposed to be complicated for young ones, its some complicated for grown-ups, but hey, its a kids show, right? We really can't complain.
