The problem is that animation profits, as well as budgets are falling all over North America... and not necessarily in that order. It's a bad time to be in this market, in this part of the world. That's why Fox canned its entire 4Kids lineup, and why Canadian broadcasters like Teletoon (which built it's fortune on original programming) have taken to importing extremely minimalist shows like Tom goes to the Mayor from CN, rather than producing new material. It's because demographics can get skewed in very large countries: Italy, having 1/5th the population of the US can support a show with considerably fewer viewers than would be possible for Fox. Then there are legal issues about merchandising during a block where a certain show airs: you can't run adds for Winx Club dolls during Winx Club. This makes it harder for Fox to make what they consider a reasonable amount of money.
Long Story Short: It's a money issue affecting the whole industry, especially Fox which has its Prime Time animation block to consider (The Simpsons, Family Guy).
It's possible that YTV or Teletoon could be convinced to air the Rai English versions of season 4. More likely than CN, although they may pick it up if a Canadian broadcaster does it first. That's what happened with Sailor Moon. None of this bodes well for those that prefer the 4Kids dub.
